求助！XC3S50AN的可以JTAG调试，但是不能下载到内部flash

使用XC3S50AN做了一块测试板，写了一个简单的测试程序，循环点亮LED。
生成bit文件，可以通过JTAG下载到FPGA，程序运行正常。
然后生成msc文件，但是下载不到内部FLASH中。
其中M2M1M0配置成：011模式，VS2VS1VS0配置成：111模式。
请大家指点一下。
