28335与仿真器连接失败是啥问题

debug 提示下面错误
rror connecting to the target:
(Error -234 @ 0x0)
The instruction scan-path cannot circulate bits, it may be broken.
An attempt to scan the JTAG instruction registers has failed.
The target's JTAG instruction path appears to be broken
with a stuck-at-ones or stuck-at-zero fault.
(Emulation package 5.1.232.0)

仿真器连接另一开发板没有问题，问题出在哪里？

那么仿真器是没有问题的
建议你重点检查目标板
电源第一检查   然后看看clkout有没有波形输出

很可能是连接问题, 先检查一下接插件有没有锈蚀了而接触不良
