C6713上电后CLKOUT无输出，插上仿真器后又有输出了

DSP部分电路图，由FPGA提供10mS复位。上电后DSP的CLKOUT无输出，插上JTAG后好像把DSP激活了，CLKOUT有输出，但是JTAG仍然连接不上，
报以下错Error connecting to the target:
Error 0x80000200/-1070
Fatal Error during: OCS,
An unknown error prevented the emulator from accessing the processor
in a timely fashion.
It is recommended to RESET EMULATOR.  This will disconnect each
target from the emulator.  The targets should then be power cycled
or hard reset followed by an emureset and reconnect to each target.

把DSP复位断开接按键，有时候JTAG连接成功，有没有遇到同样情况的同学?

个人觉得是复位缺少上拉电阻
