采用阻容降压的电路是否不能通过ce、ur认证？

电路, 阻容降压, ce, 压电, 谐波
   我想了解一下，阻容降压电路是否会产生谐波干扰，会污染市电？从而不能通过认证？还是有其他原因。谢谢
