If you look at figure 28-40 and 28-41 on page 336-337, you can see the common frequency of the oscillator vs. Vcc and temperature. At the Atmel factory every MCU is calibrated to be within 8 MHz +- 10 %, this is done in the most common voltage and temperature range, 3V and 25C. This is the range we can guarantee you that the oscillator frequency is within. If you are gonna use the MCU for very high temperatures, we recommend you to do a user calibration.
For the eeprom/flash failure. There is very little chance that this will cause a problem, but if you find a MCU that does that, we will replace it with a new one, or you can just calibrate it.
There are possible to get better accuracy from the factory, but please note that this is only available for customer with 200k + volumes.
